Back in 2010 I did not have any success. However, just wondering if anyone has been successful in raising a PPI case NEXT and DEBENHAMS? Their cards were not covered by the FSA at the time they were in use, therefore out of the FOS scope and it seems the only way I could retrieve the PPI would be through the Small Claims Courts. Is this still the case in 2019?

Yes, there are no changes to the rules. If it was sold pre-2005 then it was pre regulation.
That said, it's worth trying New Day or Santander for these sort of cardsSam Vimes' Boots Theory of Socioeconomic Unfairness:

Financial Insurance Company Limited (the insurer) has acceptable liability for a large number of Debenhams store cards, you would need to complain to Santander as they are correctly investigating complaints on behalf of the insurer.
