That wasn't a structural change in the way VED worked for any car. It was just an above-inflation annual increase.

VED _has_ changed structurally retrospectively, for pre-existing cars, though... Once. When the <1550cc band was introduced in the 90s.

Actually, make that at least twice. The old fiscal horsepower-based tax was flattened for everything - oooh, in the 1950s? Pre-war, even?
