Please read fully both those sentences you are mis-quoting from.

Thanks for your reply. I am just not sure what it is asking. I can only guess that the red text is talking about an online form, then the text below it the same?

where is the 'instead'? Are we still talking about something on a form?

It asks me not to put my name if I am not the keeper. Am I right that this is just a warning not to write something as driver?

Those words are describing the valediction.
There is nothing there specific to online forms or emails or real letters.


Let's do it step by step.

The first sentence is:

THE NAME AND POSTAL ADDRESS OF THE KEEPER (OR THE HIRER/LESSEE) GOES HERE.

That should tell you that it is the keeper that appeals.


The second sentence reinforces that message:

THE DRIVER IS NOT IDENTIFIED.

The third and fourth sentences there tell you exactly the same thing, only re-phrasing it for those who may have had difficulty with the first two sentences:

DO NOT PUT YOUR NAME HERE INSTEAD, IF YOU ARE NOT THE KEEPER/HIRER/LESSEE. YOU ARE NOT HELPING IF YOU DO THIS WRONG BY APPEALING IN THE WRONG NAME!

So presumably when you are talking to the landlord you also have to make sure you don't admit who is the driver? Is it that irrelevant?

Talking to the landowner (unless it's recorded, which he would need to inform you of) you can be a little more free.

It's if you write to the landowner you need to be more careful as he might just send your letter to the PPC and ask them to deal with it. Admission on a plate for them .....
