Attempted unsuccessfully to buy a ticket, left car park, received PCN

I don't have a ticket & didn't take a pic of the ticket machine but I do have a bank statement showing the charge and could I'm sure get the bank to supply the time of that transaction. Do you think it would be enough to say in the appeal that I can supply these if necessary (I don't think I've got time to get that sort of info in writing from the bank before this needs to go in)?0 -
POPLA will only assess the appeal as it stands when you submit it. They won't allow you to submit later evidence so you would either have to wait for the bank to specify the exact time and then add it to your appeal and submit everything or submit now with just the bank statement proof.
Maybe also include a Google map printout to show the location of the car park you did park at relative to the car park you got the PCN. Other receipts of custom at retail outlets in the town after the times specified by the PCN would also support you parked somewhere else to then shop/go into town (or alternatively further CC/bank statements if they allude to the location of custom).0 -
Just checked with the bank and although they tried to be helpful, as it was a contactless payment, the time isn't recorded on these.0

I could do the google map thing, but don't have any other evidence as I paredk in the car parking for Kings College Hospital about 1/4 mile away (I was picking up my son following day surgery). I had thought that parking at KCL would be likely to be problematic, so was looking for nearby parking that would be 'easier' (in retrospect that didn't work out at all!) as it was I got very lucky at KCL, arrived just as someone was leaving & parked straight opposite the day surgery site.0

Show it anyway, as evidence that you parked elsewhere. People don't spend all day parking in different car parks so your account is believable without a time attached to the payment.
And give some details to make POPLA happy.

Great thank you all included (& very good spot on principle/principal, that mistake was all mine!). People might be interested/amused to hear that when I told the guy at the bank what I wanted the timing of the transaction for he said "Oh I've got a problem with something like that - have you tried the money saving expert forum, they're very good?"0

I note the appellant has submitted grounds of appeal. However, as the operator has not given evidence within the time frame allowed, I do not need to consider the appellants’ submitted information in order to reach a decision about this appeal.
Assessor supporting rational for decision
POPLAs remit is to assess whether a PCN has been issued correctly, in accordance with the terms and conditions of parking displayed on the signage at a site. When assessing a charge the burden of proof initially lies with the operator. It must provide evidence of the terms and conditions of the parking site, how the driver was made aware of the specific parking conditions, how the terms of the parking contract were breached, and how the appellant was made aware of the charge. As the operator has not submitted a case file or evidence within the 21 day period allowed, I am unable to assess the validity of the charge. I note the appellant has submitted their reasons of appeal, however I have no need to consider this information. I cannot assess the validity of the charge and therefore I consider it was issued incorrectly and allow this appeal."0 -
