On our local development, plenty of houses have changed hands across the years without the roads being adopted.Make £2025 in 2025

If the intention is that the roads will be adopted then there should be evidence of an agreement being in place, and either a payment or a bond to ensure the roads will be completed to an adoptable standard.
As Lucky Duck says, many developments are no longer adopted by the Local Authority (partly to save costs, partly to avoid compliance with design standards, and partly because maintenance charges are a cash-cow).
However, one thing some LA's are sensitive about is access to the development for refuse/recycling vehicles (they often won't take them onto unadopted roads) so it isn't unusual to find a situation where a core network of carriageways is adopted, but the footways and smaller access roads are left unadopted.

We nearly bought on an estate where the houses were nearly 30 years old, and the roads had still not been adopted! Houses sell ok on that estate, and the developer is maintaining the roads! We were assured that they hoped to have the roads adopted within 12 months. The sale fell through anyway.0
