You need to check over the Witness Statement and order for dates. They reference 2017 and 18.
While you are looking at the Set Aside, you should also submit a Subject Access Request to Parking Eye and the DVLA. They have 30 days in which to respond, which will be too late for your Witness Statement for your set aside.
I have a default CCJ on my file currently, and on Noodle, it says which address it was registered against (mine was registered against the wring address). hmmmmmmmm, you still have not answered the simple questions about the V5C
1) was the correct name and address on the V5C on the date the pcn was incurred ? - yes or no
2) has that name and/or address changed between then and now ? yes or no
3) is the correct name and address on the V5C correct today ? yes or no
the CCBC send out the forms to the address the claimant provides them with , so this is why its important to track down the reason for the non-delivery , because you cannot say that the CCBC has failed as its very unlikely (but not unknown)

I honestly never received any forms, so I instantly thought there must have been a issue with delivery. My mother does not speak english and the form would have been in her name so she usually keeps all the letters addressed to her safe for me or my dad to review but neither of us came across CCBC form which is why this entire scandal was out of the blue for us. Hence us being worried about the outcome of all of this.0 -
Do as advised in post #12, get the set aside application in (hope Mum qualifies not to pay the £255, which is always good?).
Then consider the other points ShakeitOff said.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
