Speeding camera NIP come after 14 days

Hi, I received the NIP today 5/2/2019 but the offence was recorded on 2/12/2018. I rang up explained my situation and they said I’m not the registered keeper it was sent to the previous owner first this is why. But I have proof I am the registered keeper since 3/3/2018. Just want some advice if I appeal will I win ? I feel like I am surely in the right as it am the registered keeper and I should of been sent it, so mistake there end.

    What does the name and address say on the V5c? Don't guess look at it. What is the DocRef on page 2 of the V5c?

    First, what "proof" do you have? The only thing that matters is what is on the V5C and recorded at the DVLA. Check your V5C to be absolutely sure you're the RK, and were at the date of the offence. What is the DOCREF date at the bottom of page 2?


    Second, be aware that the 14-day rule does not apply to the s172 request, so you MUST reply naming the driver, regardless of whether the NIP was late.
  • I have the v5c proof that I am the registered keeper
  • I also still have 23 days to return the letter. I’ve emailed and they said I will hear a reply within 7days so I have time to not reply to the letter yet

  • Why do you need that. The doc ref is dated 3/3/2018

    It says when the V5c was updated with the DVLA. If it is brand new then it may not be on the database. Is the name and address correct and where the NIP went to?
  • Everything is correct I am the registered keeper at my home address since 3/3/2018. Surely and hopefully I’ll win the appeal. Hanks for advice also
  • The safer road unit have responded to my email. They said even tho I have the proof that I am the registered keeper from that date it’s not down on the dvla systems that I am. I don’t know how it’s possible since they control logbooks ? Do I have any grounds at all
