Free college bus pass - change address

A Student friend applied for a free college bus pass -he fulfilled criteria - but the college said he lived less than 2 miles away (when it was just over 2miles).
His appeal was refused and the college staff told him " just change your details to address further away of a friend or family member"
He did this a few days later (with no proof requested of new address) and got the free bus pass.
I appreciate there is a term address option on enrollment forms but surely this can't be legal ?

From Thursday 1 May, Sainsbury's Bank credit cards, loans and savings accounts will be run by NatWest as part of a deal between the two banks.
