EU Travel Green Card/IDP?

Currently I am getting insurance quotes for my my new camper next month. Because we are planning to travel to Europe as we have in the past I asked about a green card, I was told if I ask for it at the time of taking out the insurance it would cost £15, if I leave it we do leave without a deal & I need to get it at a later date it will cost £26.50 + £15 admin = £41.50!! This is despite my getting the quote with European insurance & breakdown cover.

Years ago when we did need a green card I'm sure it was given free if you asked, even charging anything for it seems a rip off given it will be sent electronically.

Added to that if we have no deal we will also need to get both IDP licenses as we travel to France & Spain so that's £5.50 for each & as the wife also drive that doubles it so an extra £22
