Stupid question about new heater

I recently got a new electric panel heater and have managed to set it up successfully :j
One thing in the manual confused me though- there is the option to increase or decrease the power. It was set on 10000W but it can be reduced right down to 450W. Should I do this? What will the impact be, will it be cheaper to run? I don't really understand the point of it!
The instructions say 'Set the power of your radiator (in W) by pressing the + - buttons.'. It doesn't explain why I would do this.
Any help appreciated - sorry if this is a dense question!

All electric heaters are 100% efficient so they will emit heat to match the power they consume. It will be cheaper to run it at a lower wattage but you'll get less heat from it. You pay for your electricity at a number of pence per kilowatt-hour, so running it on half-power for an hour will cost exactly half what it would cost to run it on full power for an hour.
It's down to personal preference. Do you want a low, background heat or perhaps you are heating a small room, or do you want more heat output, perhaps to warm a larger room?0 -

It just says 700W on the display (that's what I reduced it down to.) Just reduced it further to 450W as it didn't seem to make a difference to the heat...we shall see! Thanks for your replies0

And sorry yes I meant 1000W is the highest!0
