Jewellery Shop won’t return my ring

I took my ring to to a jewellery store 6weeks ago to be resized. They told me 3 weeks ago it would be ready to pick up. Every time I call to ask if it’s ready, they say it hasn’t come in yet or needs to be picked up from their workshop in Birmingham. I called again this week and they said they would go pick it up personally and I insisted I come get it today.
Surprise, it was not there. The owner said she would close on Monday and go get it herself, then I could pick it up Tuesday. I called a few minutes later to confirm what her plan was and she said she might go on Monday if she could and if they are open (apparently it’s her farther who does the work so how does she not know?)
I know she won’t go get it when she said she would and feel very uneasy about where my heirloom ring is.
What can I do from a consumer stand point? The owner said it’s safe but when will I see it again?! I want to call the police but don’t think that’s the right route.
