Removing Peeling Paint off Wall to Plaster

Hi.
On my wall (hidden behind pictures) is a lot of paint that has peeled off to reveal the layer of plaster underneath. The paint is also blistering in some areas too. How can i remove all the paint off the wall back to the plaster level so that I can repaint?
