First stage appeal

Dear friends,
Yesterday, Jan 31, I had stuck on my windscreen a PCN from CPM ('UK CAR PARK MANAGEMENT LIMITED') which alleges I did not display a valid permit at a work car park.
I can confirm I was correctly parked in the correct bay and the permit was correctly displayed. The ONLY thing I can fathom is that the hologram on the permit was partially obscured. But no other information was given. What makes it worse is that three weeks ago I received a PCN from the same company for parking in the wrong numbered bay. I also appealed, citing mitigating circumstances.
I know wish to appeal and have been directed to cpmappeals.co.uk.
Is there anything else I can add to my appeal letter below to make it a bit more punchy?

I dispute your 'parking charge', as the keeper of the vehicle. I deny any liability or contractual agreement and I will be making a formal complaint about your predatory conduct to your client landowner, Blackrock, and to my MP, Richard Harrington.
There will be no admissions as to who was driving and no assumptions can be drawn. Since your PCN is a vague template, I require an explanation of the allegation and your evidence.
Furthermore, the vehicle in question was parked in a manner that meets the particulars of your conditions:
A valid UK CPM permit was displayed clearly in the front windscreen.
The vehicle in question was parked wholly in a marked permitted bay.
Should you later pursue this charge by way of litigation, note that service of any legal documents by email is expressly disallowed and you are not entitled to assume that the data in this dispute/appeal remains the current address for service in the future.

What's the point of trying to make a doomed appeal to a scammer firm, 'punchy', since the NEWBIES thread tells you IPC firms do not allow appeals? These cases are won at defence stage when Gladstones try a doomed small claim.
Read at least 20 Gladstones UKCPM defence threads, that's the important stage. This stage is NOTHING. All UKCPM PCNs are unfair drivel and they will not listen to whatever you say.

The whole industry is a scam, relying on threats of court, and the public's ignorance of the Law, A bill is currently before parliament which will regulate the scammers, many of whom are ex-clampers.
This is an entirely unregulated industry which is scamming the public with inflated claims for minor breaches of alleged contracts for alleged parking offences, aided and abetted by a handful of low-rent solicitors. Is has been suggested by an MP that some of these companies may have connections to organised crime.
Parking Eye, CPM, Smart, (especially Smart}, and others have already been named and shamed in the House of Commons as have Gladstones Solicitors, and BW Legal, (these two law firms take hundreds of these cases to court each week), hospital car parks and residential complex tickets have been especially mentioned. They lose most of them, and have been reported to the regulatory authority by an M.P. for unprofessional conduct
The problem has become so widespread that MPs have agreed to enact a Bill to regulate these scammers.
Sir Greg Knight's Private Members Bill to curb the excesses, and perhaps close down, some of these companies passed its Second Reading in the Lords this month, and, with a fair wind, will l become Law later this year..
All five readings are available to watch on the internet, (some 7-8 hours), and published in Hansard. MPs have an extremely low opinion of the industry. Many are complaining that they are becoming overwhelmed by complaints from members of the public. Add to their burden, complain in the most robust terms about the scammers.You never know how far you can go until you go too far.0 -

the sc@m is to issue a notice (INVOICE) for anything they perceive as an "infringement" and then to harass the recipient for up to 6 years with demands for large sums of money and the threat of court and a CCJ in order to coerce the recipient into lining their pockets
even if Ricky Hatton appealed (or Mike Tyson) there would be nothing "punchy" that would make them allow the appeal
the name of the game is smoke and mirrors and wheedle money out of frightened victims0 -
Interesting replies. So I will submit this appeal and wait for it to work its course... not that I'm expecting much from it. No wonder so many people cough up, I'm stressing out already.0

Here's a thought - with the appeal, I need to submit my contact details. Is this a common way to 'phish' for details so they can send letters? UKCPM, as far as I'm aware, are members of the BPA and IPC...0

if they posted a NTK to you as RK they already have your details
CPM use the IPC AOS and so are on their list, not the BPA AOS list
chances are that they are corporate members of the BPA , as are most of these companies, plus that is explained in the NEWBIES thread as it comes up ad nauseum
only read the IPC and IAS info in the NEWBIES thread for CPM
I WOULD NOT GIVE THEM ANY MORE DETAILS THAN THEY ALREADY HAVE , APART FROM A THROWAWAY EMAIL ADDRESS set up for this purpose alone, so a new GMAIL email address they can use

I do not want it to end up at court stage though! The reason I can't afford these pesky tickets is because I'm still paying off my dad's funeral last October and I've had quite enough of solicitors, their fees, legal wranglings and the like!!

Do not stress, look upon this as a challenge. an intellectual exercise which may well give you valuaqble skills and knowledge in later life.

Helping someone beat an even more aggressive and badly pleaded (5 figures and frankly, stupid) claim, and seeing the pointless Claimant scurry away with more than a bloody nose, and the entire case unravelling, was most satisfying.

No better than ignoring it. You didn't appeal at all if you gave no full address.
