Dart Charge Forms TE7 and TE9

Hello everyone, would appreciate any help you might be able to offer:
I submitted a Dart Charge TE7 and TE9 form before Christmas and was wondering how long it usually takes to receive a response, as nothing has been forthcoming?
I tried phoning the Traffic Enforcement Centre this morning, but they directed me to the Dart Charge phone service - who then told me to ring the Traffic Enforcement Centre :rotfl:. It almost feels like they don't want to make life easy for me.....
I then sent an email requesting feedback on expected timescales to the tec@hmcts.gsi.gov.uk email address, only to receive an automated response, so I have no idea what the present status is
It feel like we have a good case: ie. wife tried to pay for her crossing online, but ten hours late [have receipt for payment] and we never received our letters due to moving house and not updating V5 in time (I know....but we don't feel it's their job to hurt us for this, leave that to the DVLA). So basically a £2:50 payment that was made ten hours late has escalated to almost £200 in fines and financial beatings. Don't want to let this go....
Also people have suggested Dart Charge on Twitter, which I'm willing to try to see if they can help, but don't want to confuse matters until I know where I am with this first approach. Thanks for taking a look
