Cannot understand sentence in newbie thread

Got an attached PDF saying NPE were "cancel[ing] this notice"


Now that I have in writing the above, the Key Features of my situation were(in case they help someone else):


PPC: 'NATIONAL PARKING ENFORCEMENT LTD'
Car Park: 177-195 Histon Road, Cambridge
(In my opinion) Unclear, un-illuminated signage not visible after dark
All businesses involved parking spaces were purportedly for, were all not open for business
No personal details other than name and my business address were known by the PPC (business hire vehicle)
One of 2 photos on original letter, had illegible vehicle number plate.
The parking envelope was less than 10 minutes, according to attached photo time stamps.
Residents of local area reported parking in said spaces for 10 years previous, without knowing land was private, as a result, some fell victim to the notices as well
Car Park had received bad press when it appeared on local news site (tried doing a disembodied link, but just google "parking notice histon road")
