    The whole industry is a scam, relying on threats of court, and the public's ignorance of the Law, A bill is currently before parliament which will regulate the scammers, many of whom are ex-clampers.

    This is an entirely unregulated industry which is scamming the public with inflated claims for minor breaches of alleged contracts for alleged parking offences, aided and abetted by a handful of low-rent solicitors. Is has been suggested by an MP that some of these companies may have connections to organised crime.

    Parking Eye, CPM, Smart, (especially Smart}, and others have already been named and shamed in the House of Commons as have Gladstones Solicitors, and BW Legal, (these two law firms take hundreds of these cases to court each week), hospital car parks and residential complex tickets have been especially mentioned. They lose most of them, and have been reported to the regulatory authority by an M.P. for unprofessional conduct

    The problem has become so widespread that MPs have agreed to enact a Bill to regulate these scammers.

    Sir Greg Knight's Private Members Bill to curb the excesses, and perhaps close down, some of these companies passed its Second Reading in the Lords this month, and, with a fair wind, will l become Law later this year..

    All five readings are available to watch on the internet, (some 7-8 hours), and published in Hansard. MPs have an extremely low opinion of the industry. Many are complaining that they are becoming overwhelmed by complaints from members of the public. Add to their burden, complain in the most robust terms about the scammers.
    You never know how far you can go until you go too far.

    UPDATE:


    So, after (trying) to read the reams and reams of advice and post's on this site .... seeing all the Hoops I'd have to jump through - just to try to get a ###### Parking Charge cancelled ... I was just about to give up when we (finally) had a reply back from the Office of the CEO of the retailer who's car park this Parking Charge was issued in.


    In that reply they apologised for the Charge we had been given and they informed us that they had had the Charge with these Pirates of the Car Parks cancelled. So finally felt like a weight had been lifted.


    Had this email not arrived, we where going to simply give in and pay as TBH I (now) nor my wife has the fight left in us. Each day is a challenge as it is and with all the rigmarole involved in sending late appeals, sending off witness statements and evidence etc ... I guess I would have just let these bar'stewards win!


    Anyway that's me done .... only thing I can offer is ..... it's well worth appealing to the Retailer/s whos store you have gone to, to spend your hard earned cash at as with scavengers like this stopping you from going back and using their store ... they will only suffer and just for the sake of stopping a few Office Workers from using their car parks on a daily basis!

    Well done on getting the retailer cancellation.

    Would have been easy to beat at POPLA through, if UKPC never sent a NTK. A very simple one to win at POPLA if so, 100% nailed on and nothing to worry about.

    At least now you don't need to bother with POPLA but please never pay these scams. Useless scumbag parking firms aren't that scary and our tactics make UKPC ones easy, if no NTK was ever posted out, you'd have won.

    A Brief Update to my last update ...


    Well, just when we thought this matter was resolved ... out of the blue and several weeks after the Retailer had informed us they had had the PCN cancelled we got the dreaded NTK in the post! !!!!!!?


    It was like a slap round the face with a cold, out of date Kipper! And simply reading part of it made my blood boil ... the fact they had approached DVLA for details of the keeper even though they had 'No Just Cause' given it had been cancelled!



    It was so nice [not] of the DVLA to hand out our personal details contrary to this so-called Data Protection Act we keep having thrown in our face each and every day by so many unhelpful companies only for this government organisation to hand them over willingly just for a fee! Shameful.


    Anyway on receiving this NTK we contacted the person from the Retailer [office of their CEO] and after a few days looking into it, they again confirmed it had been cancelled ... seems that UK Parking Control Ltd had had an Admin failing which I guess made it still OK for them to underhandedly obtain our car's recorded keepers details from the DVLA!


    So once more ... here's hoping it is sorted .... UK Parking Control Ltdwill never get a penny out of me and as for the claim on their website that all their Parking Attendants wear company uniforms to comply with their overseers T&C's .... thats a joke unless the uniform is everyday casual clothing!

    Can't wait for this alleged Law Change to finally arrive which is supposed to clamp down (pun) on these modern day Highway men?

    Complain to the DVLA - they shouldn't have given out the information if there were no grounds for doing so.

    You could also raise a complaint with the PPC, that they had no right to request the information, knowing that the PCN was cancelled. If they don't respond/give you a satisfactory answer (of which there would surely be none), raise a complaint with the ICO.

    Don't forget to complain to your MP too - while the new Parking Bill received Royal Assent last week, it never hurts to tax these poor dears too. Gives them something else to look at other than Brexit :)

    In all seriousness, with the ICO, the more complaints that are made about the industry, the better.
