Parking Fine Received at NCP o2 Greenwich

Hi Guys,
Wondering if I can get any HELP PLEASE?
I received a parking ticket from NCP on 07/10/2018 at o2 greenwich. I normally watch movie at C ineworld which entitles you to 4 hours free parking. But now they have changed without any signage for customers so one half of the car park is run by o2 which gets you free parking for Cineworld customer and the other half is run by NCP.
Anyway after receiving the PCN is went away on family bereavement and only came back in Jan to see numerous letters from NCP and ZZPS and now QDR solicitors who my PCN has been passed on to for collection of the outstanding payment of £180.
I wrote to NCP on my return but they rejected my appeal on 30th Jan and confirmed that they are unable to enter in to further correspondence with me.
I don't know what to do next and i am desperately seeking help.
Please can someone give me some guidance - i need HELP!

It is not a fine, it is an invoice for the damage the allege you inflicted on them when you allegedly breached an alleged contract, we call it a scam.
Is the letter from QDR a debt collector letter or an LBA. Who do they ask you to pay, in how mjany days? Do they give a breakdown of the £180?
The whole industry is a scam, relying on threats of court, and the public's ignorance of the Law, A bill is currently before parliament which will regulate the scammers, many of whom are ex-clampers.
This is an entirely unregulated industry which is scamming the public with inflated claims for minor breaches of alleged contracts for alleged parking offences, aided and abetted by a handful of low-rent solicitors. Is has been suggested by an MP that some of these companies may have connections to organised crime.
Parking Eye, CPM, Smart, (especially Smart}, and others have already been named and shamed in the House of Commons as have Gladstones Solicitors, and BW Legal, (these two law firms take hundreds of these cases to court each week), hospital car parks and residential complex tickets have been especially mentioned. They lose most of them, and have been reported to the regulatory authority by an M.P. for unprofessional conduct
The problem has become so widespread that MPs have agreed to enact a Bill to regulate these scammers.
Sir Greg Knight's Private Members Bill to curb the excesses, and perhaps close down, some of these companies passed its Second Reading in the Lords this month, and, with a fair wind, will l become Law later this year..
All five readings are available to watch on the internet, (some 7-8 hours), and published in Hansard. MPs have an extremely low opinion of the industry. Many are complaining that they are becoming overwhelmed by complaints from members of the public. Add to their burden, complain in the most robust terms about the scammers.You never know how far you can go until you go too far.0 -
thanks for your help - the letter is from QDR solicitors and they are asking me to make payment to QDR solicitors in next 14 days.0

Meaning it is not a Letter before action, merely a debt collectors letter.
Utterly ignorable.
NCP are lying. They can absolutely continue to communicate.
Get pictures of the signage, and show that it does not clearly differentiate between the two sides
This is a breach of the BPA Code of PRactice they are required to follow.0 -
Thanks a lot for your help guys. I received an email from ZZPS saying that my case has been handing over to QDR solicitors and I should deal with them directly.
From what I could see there were details on the pay machine about how to pay but nothing which states that it is no longer operated by o2 and Cineworld customers must pay to park at NCP o2.
I will try to get pictures of the signage.0 -

Hi, could you let me know what happened to your case please?
I received the same PCN. These carparks used to be serviced by o2 Arena and were then sold to NCP. As you drive right into the car park complex its the first car park on the left so when you see spaces your first instinct is to drive into that car park.
It was a known fact that Cineworld-goers get 4 hours free parking. I went in with the intention of seeing a 2-hour film and leaving with free parking. I have presented proof of the movie ticket which is not enough proof for NCP.
On top of this, I called NCP to explain the situation which were understanding on the phone and told me to pay the cost on exit then sort out a refund on a later date.
I attempted to do this and the machine must have frozen in the winter cold because it was stuck on the same screen (even a couple next to me where complaining about the same thing).
I've taken pictures of the machine not working but NCP and now POPLA keep replying with pre-scripted replies, but not actually answering my question or proving the machine was functioning properly that night.
I don't know what to do next.

Wait until you receive a letter before claim followed by court papers, otherwise carry out research in the NEWBIE thread and keep all your letters & e-mails safely to prove that you tried to mitigate the situation yourself.0
