bwlegal pps 2 tickets - need advise

Need some advise,
I got 2 letters from BW Legal regarding 2 pcns (PPS) from the same carpark - Retail park in Totton both from 2016 (feb & April)
I did read NEWBIES tread and already got SAR from PPS
I completely do not recognize one from Feb. I stripped the SAR and in below link posted letter that apparently they set to me (despiites the fact that I never received any)
The other one is from April seems fully copilant with POFA2012 and Im going to complain to Landowner/ Retail park manager but dont want to include both tickets ,especially if the one from feb is in my view non pofa compliant so could be easily defended.
Regarding my complaint to Landowner/retail park management ,asking for 1 cancellation is understandable ,I do remember that day - machine simply did not work and I couldn't print ticked ,when returned after 10 min from lidl pcn already was attached to car, I did try to appeal it but it was rejected. I was so upset that i just ignored all letters from them as i felt it was a total scam.
Now after nearly 3 years got those letters from BW legal.
The one from Feb i really do not recognize, and never received any letters regarding it
PPS no longer operates on that car park ,new operator took it over around October 2016 referring to google map.
I would appreciate if someone could have a look and confirm if the pcn from feb I posted in link can be seen as pofa compliant?

The whole industry is a scam, relying on threats of court, and the public's ignorance of the Law, A bill is currently before parliament which will regulate the scammers, many of whom are ex-clampers.
This is an entirely unregulated industry which is scamming the public with inflated claims for minor breaches of alleged contracts for alleged parking offences, aided and abetted by a handful of low-rent solicitors. Is has been suggested by an MP that some of these companies may have connections to organised crime.
Parking Eye, CPM, Smart, (especially Smart}, and others have already been named and shamed in the House of Commons as have Gladstones Solicitors, and BW Legal, (these two law firms take hundreds of these cases to court each week), hospital car parks and residential complex tickets have been especially mentioned. They lose most of them, and have been reported to the regulatory authority by an M.P. for unprofessional conduct
The problem has become so widespread that MPs have agreed to enact a Bill to regulate these scammers.
Sir Greg Knight's Private Members Bill to curb the excesses, and perhaps close down, some of these companies passed its Second Reading in the Lords this month, and, with a fair wind, will l become Law later this year..
All five readings are available to watch on the internet, (some 7-8 hours), and published in Hansard. MPs have an extremely low opinion of the industry. Many are complaining that they are becoming overwhelmed by complaints from members of the public. Add to their burden, complain in the most robust terms about the scammers.You never know how far you can go until you go too far.0 -

The NtK is not PoFA compliant - does not have the formal keeper warning paragraph as per para 8 (for a windscreen ticket) of the Protection of Freedoms Act 2012 (Schedule 4).
But this is something you will need to persuade a Judge on (it won't change the course of events before), so you will need to get a very clear understanding of this part of the Act and be able to articulate it and argue it, as well as avoiding any tripwires in the hearing about the identity of the driver.Please note, we are not a legal advice forum. I personally don't get involved in critiquing court case Defences/Witness Statements, so unable to help on that front. Please don't ask. .

does it refer the same if it was a sticky ticket "glued" to window?
Asking as one photo shows the ticked was glued to it rather than left behind wiper.
I asked my soon about this but he is "denying" he ever got a ticket ... so if they really wanted to go to court they would need to relay on POFA and keeper liability, and that is the only letter that apparently PPS sent to me regarding this particular pcn - according to SAR I got from them.
(what if the SAR is "not complete" or they missed something and at the court stage they will disclose other letters im not aware of?)
I asked them twice for SAR and I received same documentation on both occasions0 -
A notice to driver is just a notice hadned to the driver or put on the vehicle. Thats it. Windsccren, wiper, doesnt matter.
If the SAR is incomplete and the "find" somethign more, you sue them.0 -
I wrote a complain about PPS directly to Savills and to simon.meacock at londonmetric as per retail park brochure info , to my surprise i just got a reply to email I sent to londonmetric but the reply comes from SavillsMany thanks for your email.
To my knowledge Savills have only been manging Totton Retail Park for and on behalf of the landlord for a period of a few years since the end of June 2016.
To my knowledge Savills did not have dealings with PPS and the site was transferred away from PPS when Savills began managing the site.
I apologise I can’t offer any further help although PPS may be able to advise who managed the scheme at the time, although I anticipate it will be a difficult matter to conclude if it related to April 2016.

not sure what to do now, google maps from April 2016 clearly shows that retail park is managed by Savills but photos from 2015 doesnt have that info.
whats more, Savills web also states ("totton" search) that:
"Savills, on behalf of VALAD Europe, has sold Totton Retail Park in Southampton to LondonMetric Property Plc for £8.87 million, reflecting a net initial yield of 5.87%" - info published on 23 February 2015
