Because POPLA do not have to follow links (some Assessors might) and can only work with the evidence you give them.

Fair enough. Is it going to be a deal breaker considering my main point of evidence refers to non-compliance to POFA and the operators inability to produce the list of hirer documents set out in para 13/14? Surely the onus is focused on the operator to provide evidence against my grounds of appeal?

My Next step will be to forward this email to Enterprise Rental and get the £35 Admin Fee Refunded!! I'll Update on how that goes

Final update from me.

I had forwarded the above email to Enterprise and they have refunded my the £35 Admin fee.
A few days later I also received a letter from ParkingEye Ltd to confirm my PCN was cancelled.

Did your MP ever reply to your complaint about this unregulated scam?
You now have an opportunity to respond to their reply or gently remind them you have not heard back from them yet.
Tell them you won your appeal and got your refund from the hire co. All of this proves the PCN should never have been issued in the first place, thus providing further proof that it is a complete and utter scam that needs killing off by a robust CoP now the new parking act has been given royal approval.
