You have to declare how many children the deceased had (4) but not their names, there is no need for them to send letters it may only delay and confuse the application.
I did not say they needed to be named just declared. The authorities need to know if there are others who are entitled to apply. Saying there are 3 siblings declares this.
I agree it is not necessary to include letters, but the OP was concerned that he should. It does no harm if done correctly..Few people are capable of expressing with equanimity opinions which differ from the prejudices of their social environment. Most people are incapable of forming such opinions.0
