How to complain about 08702 text spam?

Received a text last week saying I could get a 'FREE PHONE', and to call an 08702 number. Very misleading - I didnt phone the number as a google showed you'd get a free phone if you signed to a mobile contract.
I was going to complain to the ICSTIS who deal with premium rate stuff and other numbers. However, they dont deal with these numbers! Anyone know the route to complain about these and if there's a code of conduct as to what they can send in a text etc?

You have to complain to the Information Commssioner (the organization that also looks after the Data Protection Act) about unwanted texts.
