NE Parking Ltd - PCN

Good afternoon,
On 22nd December 2018, I parked in the car park at the Dalmeny hotel in Lytham St Annes. Having been a member of the gym there until September 2017, I went in to the hotel to enquire about rejoining the gym. Having spoken to the staff in the hotel, I departed with my car approx. 5 mins after parking in the hotel car park.
A week after this, I have since received a Parking Charge - Notice to Keeper letter from NE Parking Ltd stating that I am liable for a parking charge (parking without permission) of £60, increasing to £100 following 14 days from the letter.
At the bottom of the Parking Charge letter were the instructions on how to appeal. I responded in writing to the email address in the appeal instructions with the following words:
"Good afternoon,
I recently received a Parking Charge Notice - Reference NExxxx (redacted for privacy)
I would like to appeal this charge on the basis that I enquired at the hotel for a gym membership, hence my reasons for parking there at this time.
Regards"
I understand from reading these forums that I should not have written to NE Parking to confirm that I was the one driving the car. Never mind.
I received a response to my appeal. This response stated that NE Parking had considered the response, along with the evidence gathered by the parking attendant and decided the PCN was correctly issued and that I was liable for the penalty. I have until 4th Feb 2019 to pay the £60.
Does anyone have advice on how to proceed? Any help would be appreciated.

yes, read the NEWBIES sticky thread and read the IPC/IAS advice about doing nothing from now on, until or unless an LoC or MCOL arrive in the post within 6 years

Same as all IPC threads. Read lots of them! You will NOT be paying this.
I don't think NE Parking Ltd are a big player, or litigious, but if you do eventually get a small claim these are always defendable.
Keep all the letters and (please!) no asking us about 'ignoring the debt collector' stage which is fully covered by the NEWBIES thread, post #4.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
