UKCPM PCN in a non designated zone

Hi
I have read the newbies thread but cannot find anything that relates to this, i received a PCN from UKCPM when parking at Filton Wise Campus in Bristol. Can this be appealed?
i have been using the facility for a number of years and never had a problem, i also play for the football team that use the facility weekly for home games and training. Its only been in recent years that they have implemented UKCPM to monitor.
How it happened was: I was playing a match on an evening and parked as described below, mid way through the match i injured my knee quite badly and had to come off, i managed to hobble to the car only to find that i had received a ticket. I drove home but due to the injury did not drive again for a number of weeks and forgot about the PCN within the car, a month or so later they sent the second notice. Not long after that is when the debt recovery letters started arriving, however, it is a company vehicle and some of the letters were not picked up due to our christmas shutdown and the letters being sent when no one was in the office, another had arrived immediately after we returned for christmas. This was when i emailed CPM saying that i had disputed it. Another letter has arrived again in the past few days.
The charge i have received is for parking in an area outside of designated parking zones, the car park was completely full and this was the only area available for parking. The area is allegedly for "coaches only" despite there being none in the area and other cars parked there at the time. The note said that i had been fined for "obstructive parking" although i am unaware of what it was exactly obstructive of?!
I have parked in this area a number of times over the years and this is the first i have had a ticket for.
I have spoken to the centre and they have said it is now in UKCPM's hands and they cannot waive it, i have told UKCPM via email that it is under dispute, but they have not replied and i am now receiving legal letters from Trace Recovery on their behalf.
The original fine was £100 which was ridiculous in itself but its now increased to £160 after involving Trace, is it likely that this can be appealed? Or should i offer UKCPM a final settlement of a lower amount? (i have heard that these companies will sometimes accept this?)
I would upload a copy of the PCN but i do not know how? (if anyone could let me know how without uploading some sort of link??)
Thanks

the rule of thumb with IPC members is as follows
1) COMPLAIN TO THE LANDOWNER ASAP, as this is the best option for a cancellation
2) appeal to the PPC within 21 days, which is inevitably turned down, after that you IGNORE anything EXCEPT an LBC (LoC) and/or MCOL in the post within 6 years
the NEWBIES thread does tell you all of this, but in more detail, my explanation is the bare bones, that NEWBIES thread did not offer a viable solution because there isnt one, hence why it gives general advice so you understand where you are at
ideally, you DO NOT REVEAL who was driving, to anyone
if you did want to show any pics, use a hosting site like tinypic and add a dead URL link in your reply , as mentioned in hundreds of replies on here already
there is no easy "get out", so do not think we can help you get out of this, its NOT going to happen, so dont set your sights on a quick resolution, not going to happen
its either
1) a landowner cancellation
2) court within 6 years , or
3) it times out after 6 years
that will see an end to this saga
and yes the MP,s are well aware of these private parking sc@ms, hence the new Private Parking CoP bill going through parliament, so contact your local MP0 -
I have read the newbies thread but cannot find anything that relates to this, i received a PCN from UKCPM
The NEWBIES thread does tell you exactly how to handle an IPC firm, and that the appeal IAS stage is a kangaroo court, and that these are won in court by 99% of well-prepared posters here (or cancelled by landowners as a first step - complaint!).
No offering money.
No replying to debt collectors - ignore them (the NEWBIES thread post #4 tells you this).
No need to show us the PCN, this is the same as all the other UKCPM cases. You need to start reading Gladstones court threads, and see how to win! That is where the scam will end and there is no risk, no CCJ, nothing bad. A life experience.
Just about covers it...PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

UKCPM already know, as do we, that Trace is a nobody in the world of parking scams and there is nothing they can do.
Trace are so out of date that their web site says "Other online advice will state that the parking charges are not legally enforceable" ???
OUT OF DATE TRACE .... not been said since POFA2012
"ParkingEye v Beavis, which was heard by The Supreme Court on the 4th of November 2015, where judgement was passed which proved that Parking Charge Notices are not only legal but also enforceable through the courts."
OUT OF DATE TRACE .... All the case said was that it was fair to charge £85 ..... not £100 and NOT £160 which Trace has added A £60 FAKE ADD-ON
The courts simply don't allow fake add-ons.
You simply cannot be dealing with such an out of date company so you IGNORE them, totally powerless

Thanks for the responses everyone, i wasnt being specific when saying that i couldnt find anything that relates. What i meant was for a PCN for parking "outside of a designated zone"!!.
Just to be clear, above says that i need to appeal to UKCPM within 21 days, i didnt do this so do i still have a leg to stand on for appeal?
If i keep ignoring the debt letters, how likely is it that it'll get passed back to UKCPM and they try to take me to court?
If they do try and take me to court, am i at a point of no return where i cannot just pay the original fine?
The reason i ask is maybe i should just bite the bullet as i have a lot on and the last thing i need is to be putting together a case to defend myself in court..
Any advice would be appreciated
Thanks0 -
So, search the forum for the keyword designated and you will find LOADS like yours. What i meant was for a PCN for parking "outside of a designated zone"
There was/is no appeal worth trying with an IPC firm. It's a pseudo appeal process.do i still have a leg to stand on for appeal?
Very likely. But we still see some 99% won here, despite a couple of losses reported this month, among the more common wins.If i keep ignoring the debt letters, how likely is it that it'll get passed back to UKCPM and they try to take me to court?
Yes, but it's not a fine - it's a fake PCN invoice - why would you fund and sponsor a scam?If they do try and take me to court, am i at a point of no return where i cannot just pay the original fine?
Nononono. The reason i ask is maybe i should just bite the bullet as i have a lot on
No-one is telling you to do that! It is reprehensible to pay this 'for an easy life'!
Please don't sponsor the scam, or you are joining them/funding the next PCNs.
