Are Yellow lines enforceable when a road is closed for works

City road, 30mph limit, Building works have the road closed in the middle for many weeks, traffic can still enter from either end but nothing can go through. Can enforcement action still be taken against anyone parked either end on double yellow lines?

Of course it can, unless there is a TRO in force suspending them. In which case there would probably be signs saying so.0
