Parking charge notice issued by Wing Parking LTD for "Not clearly Displaying a Valid Permit

Hi,
My husbnd is fighting a parking charge and as we both are with English as a Second language, please help us.
On the 30 November he was issued a parking fee. He had on display a Wing Parking Permit which was displayed at the front dashboard of his car. It was his first day at this address and the owner gave him the Wing Parking Permit folded. My husband displayed it the way it was given to him, without noticing that there is another part at the bottom of the page. However, the page that is seen clearly states the number of the visitor's parking Permit, which can be traced and information obtained for the validated period. We do not agree to be charged for something which requires few more minutes to be checked. I would like to attach the whole picture of the Wing Parking Permit so you can check and hopefully help us but I cannot find the way to do so..
Similar to this explanation was sent to aTenancy Support Officer, Community Services, Royal Borough of Greenwich but we received a letter which rejects our explanation, advising my husband to eighter pay his fine or appeal to POPLA.
We thank in advance to everyone who would spare some time to help us.

OK, so you have been through stage one and stage two, and are now at POPLA stage.
Next time, DO NOT tell Wing who was driving!
This would have been easier if you hadn't said in the appeals who the driver was, and had just appealed as the registered keeper of the car.
