Confusion re: a NTK

I received a NTK in the post on the 28/01/2019 from Norwich Traffic Control. It relates to parking on the 30/11/18 and was done by an ANPR, there was no window ticket.

Would I be right in thinking this is outside the 14-days required for a NTK to arrive for ANPR cases? As I have also heard something about 56 days?

Any help will be greatly appreciated!

    The whole industry is a scam, relying on threats of court, and the public's ignorance of the Law, A bill is currently before parliament which will regulate the scammers, many of whom are ex-clampers.

    This is an entirely unregulated industry which is scamming the public with inflated claims for minor breaches of alleged contracts for alleged parking offences, aided and abetted by a handful of low-rent solicitors. Is has been suggested by an MP that some of these companies may have connections to organised crime.

    Parking Eye, CPM, Smart, (especially Smart}, and others have already been named and shamed in the House of Commons as have Gladstones Solicitors, and BW Legal, (these two law firms take hundreds of these cases to court each week), hospital car parks and residential complex tickets have been especially mentioned. They lose most of them, and have been reported to the regulatory authority by an M.P. for unprofessional conduct

    The problem has become so widespread that MPs have agreed to enact a Bill to regulate these scammers.

    Sir Greg Knight's Private Members Bill to curb the excesses, and perhaps close down, some of these companies passed its Second Reading in the Lords this month, and, with a fair wind, will l become Law later this year..

    All five readings are available to watch on the internet, (some 7-8 hours), and published in Hansard. MPs have an extremely low opinion of the industry. Many are complaining that they are becoming overwhelmed by complaints from members of the public. Add to their burden, complain in the most robust terms about the scammers.
    You never know how far you can go until you go too far.
  • Does it matter wether the letter included anything about POFA? I have read that they dont have to subscribe to POFA therefore can send it as late as they want

    they can do that , but must abide by POFA timescales and wording IF they wish to hold a keeper liable

    IF they fail to do so, or choose not to use POFA, then all they can do is make enquiries of the keeper as to who was driving which they have done

    the KEEPER can tell them to FRO and stick their invoice where the sun dont shine, and choose not to reveal who was driving

    so because they failed POFA (or do not follow it) , the keeper is not liable and can tell them where to go

    thats why the NEWBIES thread tells you how to check the wording on their NTK (have you read it yet ?) , plus if they failed the POFA timescale, they fail anyway, no matter if they tried or not

    the time limit applies regardless of what they do, but if it HAD arrived in the correct timescale, then you would check for the other POFA issues by comparting the NTK to POFA, so things like the warning paragraph, plus the other things demanded by POFA

    so a timescale failure is a definite fail - regardless, as you thought earlier on

  • Thats great. Do you have a link for a good letter template to basically say you are outside the 14 days, i am not telling you who the keeper is ?
