Rising Damp Remedial Work Quote Reasonable?

We had the same problem with a wall in our house. Its a 1950s (ish) bungalow and it turned out the wall in question was part of an unpermitted extension. Along with no DPM the extension has no foundation (was built straight over concrete yard) and the ground outside was higher than inside with drain water running along its breadth.
We have addressed this issue as part of renovating and extension work and I am not saying it is a fix yet! We have had the ground outside the wall dug down to appropriate level and drainage in place away from the wall, the floor inside was dug out to allow for DPM and as no DPC in walls the builder talked about injecting chemical damp proofing into the old cavity walls. I am hearing so many mixed thoughts on the chemical DPC which worries me as we have a wall in the new extension with rising damp already and it has been suggested we will need the wall injected there. Something to do with where the new wall joins the old having a higher DPC level :-s0 -
Sorry just seeing you photos now, our case is different in that it was an outside wall which was damp. Started off bubbling like in your photos then gradually turned dark. We knew the area had some damp when we moved in but replaced the kitchen at the time and there was more air circulating so we cleaned and repainted as a temporary measure. Is your kitchen part of the original house or a later addition? It all looks quite central to your ground floor area which is interesting.0

Did the guy who gave you the quote even look under the floorboards? If not, how would he even know what the issue is.
