    Not much shorter (I shaved two lines off) but I would say:

    4) The agreement, supposedly from the landholder, is signed by an anonymous person and further, it is undated. In addition, the contracting party is not identified, nor is the location specified, as this has been redacted by the operator (who must supply the same version to POPLA as I see). The 'location' cannot be commercially sensitive, so the only conclusion is that there is no agreement with the actual landowner, or there was no agreement on this date, or none exists at all for this location. As such, the operator is in breach of the BPA CoP re proof of landowner authority and the appeal must be upheld.
