PCN challenged BUT council tkn 2 Months to adv

Dear fellow forumites,
Desirous to know with any previous experiences or examples known whether to escalate a PCN issued by the LBRUT. I challenged it within a day of receiving it on our car, as we made the mistake of buying a ticket and not parking the car in precisely the area it was intended to cover.
So, 2 months and a week have now passed since my email via their email address to make a representation, and I get an email advising I need to pay 50% in the next 14 days or 100% thereafter.
I googled whether this long period of them responding was 'acceptable or not' and it;s just not very clear on whats OK and what's clearly NOT.
I can seek the adjudicator, and claim procedural impropriety ?
Can anyone advise if 2 months and a week could be considered as responding too late ?????

as this is council and not private, sign up on pepipoo fightback forums with a non hotmail address and post in their council section0

Ultimately the authority are giving you an opportunity to pay at reduced rate, if any concerns, go to TPT as it won't cost you anything.0
