Ah a local person I see.
I would say 30k if everything is at it seems and there are no nasty surprises.
Its seems high for a bd9, the days of locals bidding over the top are over and I predict prices will carry on falling in Bradford but Heaton should be OK.
I'm in the decorating game, for material to paint a room I'd say £50 over newly plastered walls and top coat, bathroom 1 to 2k. Kitchen can be the most expensive.
As I tell most people on here, you have to take a risk, make it calculated but still a risk. Don't bid too much, don't go crazy on the work and try to penny pinch and do as much as you can.

It's the location that appeals to me the most, not the cost. The cost is a bit of an unknown at this point. And there is considerable risk involved, whatever the cost, I agree.0
