PCN Red Routes ,need advice

Hi
I got a PCN ticket form transport of London Red Routes , when I was parking in loading bay .
They issued the PCN because the vehicle was observed stationary for 5 min at Frampton Street Westminster .and no activity was seen as loading or unloading .
When I mad an informal representation and explain that at that time I was in the shop gathering the items which included a professional saw, tools and ladder , I state that I left a clear note in the window with the address , and that the whole loading took me less than 10 minutes . and I included a photo for the tools in the car .
they rejected it ,
I would like to challenge it but not sure if I have a good chance to win
I appreciate if someone can advise

You should win, as long as you were not buying the items. If you had pre-ordered them or already paid then gone to get them, then it counts as loading, not shopping.
Repeat the same appeal, same evidence to adjudication. Make sure you are able to provide evidence. Best to go in person, to see the adjudicator (a bit like an interview or formal meeting) so go along dressed smartly and with your paperwork.

You will need to show them the PCN front & back. No Hotmail emails allowed.
It is normal to lose the first appeal then win later. Pepipoo are the experts and most people win.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Many Thanks , yes I am going ahead . I will wait for the NtO to be issued and then do my formal representation and hopefully they will consider it , as I was loading my own stuff form our place and not shopping .0
