Pulsing water pump to toilet cistern

Toilet cistern is suddenly filling in pulses. The pulses disappear when cold tap is switched on.
Both are served by the same pump (Aqua Power).
Pulsing never appears if the cold tap is running first.
When allowing the toilet to fill in the normal (now pulsing) way, ie without running the cold tap, a hissing starts up just before the fill is complete.
Completely stumped. Any thought/advice would be very welcome.

Sounds as if WC not providing sufficient flow to keep pump going. Change inlet valve diaphragm washer?0
