Joint landlord refuses to pay insurances

Hi
My brother and I are joint landlords. I have always paid the landlord insurance and he gives he his half. He is now refusing to pay. If I pay all of it can i claim all of it in my HMRC declaration?
We have an agent who takes care of all other aspects of the let. Would it be possible for the agent to take out the insurance and deduct it from the gross rent? But would that work of we needed to make a claim?
I can't approach my brother any more he refused to speak to me
