When taking a meter reading do I count the last digit that is currently turning

NO.
Most meters either have a decimal point or figures in red which dont get counted. You only read whole units not fractions of a unit.
If you are confused most suppliers have something on their websites which show you how to read a meter.
Alternatively put a piccy of your meter on here and someone will tell you how to read itNever under estimate the power of stupid people in large numbers0 -
