83 days from 'offence' to ticket

Hi there.
Yesterday I had a PNC drop through from ParkingEye for apparently not purchasing a ticket in RUH, Bath.
The event date is 27/10/2018 and the Issue date is 18/01/2019.
The car is a lease car and the letter is direct from ParkingEye addressed to myself so I assume my lease company has forwarded them my details. I've read the 'Newbie' thread and stumbled across a post stating that there are some time restraints, namely write to RK within 14 days, lease reply within 28, Hirer notified within 21 days - my basic maths makes that 63 days? And I make it 83 days from Event to Issue date?
So, question, am I correct in thinking the PCN is out of the allowed dates?
I'm assuming I'll just have to follow the provided guides within this forum anyhow, just double checking any 'loopholes'.

Edit your post NOW to remove information about who paid! The NTK is only too late if the scammers don't know the identity of the driver.
Only ever refer to The Driver and The Keeper, who are two different people.
The most important thing once you have done the above is to ensure the hire/lease company do not pay the scammers then pass the charge onto you.
Other than that, yes follow the guidelines written by edna basher for hire/lease vehicles in the NEWBIES.I married my cousin. I had to...I don't have a sister.

The whole industry is a scam, relying on threats of court, and the public's ignorance of the Law, A bill is currently before parliament which will regulate the scammers, many of whom are ex-clampers.
This is an entirely unregulated industry which is scamming the public with inflated claims for minor breaches of alleged contracts for alleged parking offences, aided and abetted by a handful of low-rent solicitors. Is has been suggested by an MP that some of these companies may have connections to organised crime.
Parking Eye, CPM, Smart, (especially Smart}, and others have already been named and shamed in the House of Commons as have Gladstones Solicitors, and BW Legal, (these two law firms take hundreds of these cases to court each week), hospital car parks and residential complex tickets have been especially mentioned. They lose most of them, and have been reported to the regulatory authority by an M.P. for unprofessional conduct
The problem has become so widespread that MPs have agreed to enact a Bill to regulate these scammers.
Sir Greg Knight's Private Members Bill to curb the excesses, and perhaps close down, some of these companies passed its Second Reading in the Lords this month, and, with a fair wind, will l become Law later this year..
All three readings are available to watch on the internet, (some 6-7 hours), and published in Hansard. MPs have an extremely low opinion of the industry. Many are complaining that they are becoming overwhelmed by complaints from members of the public. Add to their burden, complain in the most robust terms about the scammers.You never know how far you can go until you go too far.0
