UKPC - NTK letter but no ticket?

Hi, I'm looking for some advice on what to do on a £100 car parking charge from the UKPC? (I have read the newbies thread). I randomly received a NTK letter today (24/01/19) from the UKPC charge dated on the 14/12/18. However there was no car parking charge ticket placed on my car at the time of the incident (parked in a retail park over the limited time) so I was completely unaware of the ticket until today after receiving this NTK letter, an image of my car has been attached but again with no car parking ticket on? So what do I do now? Do I ignore? What are my next steps?
Again I was unaware of the charge up until now, do I make contact if so who with? Or just pay?

    there is no fine, just an INVOICE that should have arrived by day 15 following the incident, so a month late

    use the blue text template and appeal as KEEPER (not driver)

    read the GOLDEN TICKET part of that NEWBIES thread, where a keeper is not liable if they fail to stick to POFA

    the "no ticket on the windscreen" is usual as they tend to use ANPR , so assume it an ANPR capture and no parking attendant was involved


    you should refrain from using the F word, as its not applicable at all , private parking was decriminalised years ago

    As above, appeal as keeper using the template in blue from the NEWBIES, unaltered.

    Ignore anything you get asking you to name the driver.

    If/when it is rejected you will be given a PoPLA code. Construct a PoPLA appeal using all the relevant template points from post 3 of the NEWBIES.
    Non POFA compliant NTK will be your first point.

    Post your draft PoPLA appeal here before submitting it.

  • Thank you so much, so I do have grounds to appeal the charge as I was unsure? And didn't wan't debt collectors letters. And I shouldn't wait and appeal immediately I assume? As I read in some posts to wait 25 or so days.

    You didnt read those threads carefully enoguh, you just skim read.
    In those cases they had a WINDSCREEN ticket, and had not yet received a NtK.

    You have gruonds because you are not liable
    You MUST read the NEWBIES thread AS DIRECTED, and do not just hope you will get spoon fed here. Read it, understand it, if you are still somehow unsure, come back.

    Debt collectors letters can be used to wrap delicate objects for shipping, used as poor quality bum fodder, used as hamster bedding. What is there about this that you don't want.

    Waiting 25 days is not applicable to your case.

    NTD, wait until day 25
    NTK but no NTD, appeal straight away unless byelaws apply.

    You need to go back and read the NEWBES in more detail to understand this. You will need a few brews and a plate or three of biscuits. ;)

    The whole industry is a scam, relying on threats of court, and the public's ignorance of the Law, A bill is currently before parliament which will regulate the scammers, many of whom are ex-clampers.

    This is an entirely unregulated industry which is scamming the public with inflated claims for minor breaches of alleged contracts for alleged parking offences, aided and abetted by a handful of low-rent solicitors. Is has been suggested by an MP that some of these companies may have connections to organised crime.

    Parking Eye, CPM, Smart, (especially Smart}, and others have already been named and shamed in the House of Commons as have Gladstones Solicitors, and BW Legal, (these two law firms take hundreds of these cases to court each week), hospital car parks and residential complex tickets have been especially mentioned. They lose most of them, and have been reported to the regulatory authority by an M.P. for unprofessional conduct

    The problem has become so widespread that MPs have agreed to enact a Bill to regulate these scammers.

    Sir Greg Knight's Private Members Bill to curb the excesses, and perhaps close down, some of these companies passed its Second Reading in the Lords this month, and, with a fair wind, will l become Law later this year..

    All three readings are available to watch on the internet, (some 6-7 hours), and published in Hansard. MPs have an extremely low opinion of the industry. Many are complaining that they are becoming overwhelmed by complaints from members of the public. Add to their burden, complain in the most robust terms about the scammers.
    You never know how far you can go until you go too far.
