PCN On A Rental Help

A car was rented using enterprise car club.

The car was used and returned on the same night.

When returning to the parking bays it was noted that that the bay the car was initially parked in was now occupied by another car. It was observed from across the street that the bays were labelled 'Car Club Only'. There was also a board that stated 'Car Club Permit Holders Only'. There was a bay at the opposite end where the car was initially parked. The car was turned around and parked in that bay.

It was assumed that would be the end of that. The following week 4 PCNs are received for the same violation, parking in bays that are labelled 'SOLO M/CS ONLY', which was not apparent at night.

It seems that this isn't really fair since the signs are not very clear, otherwise the car would not have been parked in that bay.

The added complication is that since this was a rental, there is an administration charge (which in an ideal situation would not have to be paid).

The plan is to contact the city council (the ones who issued the PCN) and enterprise car club who applied the administration charge. Not sure how to approach either and what tone to use (defensive, open, friendly, etc.).

Any advice would be much appreciated on one or both can be avoided.
