Apologies if this is considered a wasted thread, but I was previously hijacking another members which is unfair. I just can't seem to find a definitive answer by searching older threads.
I received a windscreen ticket from County Parking Enforcement Agency for £100
As they are listed as an IPC member I awaited an NTK, which arrived 35 days later.
The NTK was from PCS Parking Collection Services and the price had increased to £120
The NTK has the IPC logo on it.
I appealed this through PCS online form, using the template provided in the newbies sticky.
I have now received this letter from PCS:
"The charge can only be appealed by the driver of the vehicle at the time the charge was issued" etc etc...
This letter has the BPA logo, rather than IPC
My queries are as follows:
1.Should I have appealed to County Parking Enforcement who issued the ticket, rather than PCS who issued the NTK?
2.Moving forward, do I attempt to gain a PoPLA code to appeal against PCS or just await a court summons from County Enforcement
3. Why are PCS using different accreditation on different letters...?

It's the PPC that you have to look at for the applicable ATA, and that's (sadly) the chocolate teapot PPC-enablers-extraordinaire, the IPC.
You can't have a POPLA code for a PCN issued by an IPC firm.
Complain to the DVLA that the IPC is letting its members refuse appeals from registered keepers, even at NTK stage, and remind the DVLA that this IS a matter for them because keeper data is only released only the basis that keepers are allowed an appeal (has been the case since the POFA in 2012 that DVLA data is released only when a suitable appeals system is in place for KEEPERS to appeal).
Don't expect anything to come of it. But complain anyway. And to your MP.
Apart from that, the appeal wouldn't have made any difference anyway! Kangaroo court, where IPC firms go through the motions in order to try to extract money from victims when they 'reject' the appeals. As with all IPC firms, keep ALL paperwork for 6 years, ignore the eejits unless you move house (tell them) or if you need our help to beat them in court, later.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
