    No there is not. For carpet the skirting board should be fitted flush with the floor and the carpet should be fitted between the gripper and skirts (or for stickdown carpet cut in flush against the skirts). For laminate the skirts should be fitted after the laminate and fitted flush to the wood (the laminates expansion gap will be under the skirts) unless using beading (ugh) then the skirts should be flush to the floor and expansion gap hidden beneath the beading.
