The driver received a notice on windscreen of car on 3rd Jan 2019.
The contravention reason is parking in a restricted/prohibited area.
A PCN/NTK was issued on 9th January 2019 and received on 10th.
The site was a private land access road.
The driver did not log in to the requested serial number on the windscreen ticket
as keeper I have not accessed their website.
I have read the Newbie thread.
The PCN/NTK letter states the creditor is Vehicle Control Services Limited
I am unclear as to what the correct course of action is?
I had believed that they had to wait 7 days minimum before applying to DVLA to obtain keeper details - therefore as they did this on day 6 or earlier have they really been entitled to do this.
Advice please. Best way to proceed?

the MPC notice is not actually an NTD in the accepted sense of the term
therefore, under POFA2012 they had to get the NTK to you by day 15 following the incident
this is all covered in the NEWBIES thread
they dont have to wait 7 days for anything at all
you use the blue text appeal and appeal as keeper, same as everybody else is told to do (unless the vehicle is a lease/hire/company vehicle ?)0 -
Is a much cheaper way than purchasing and erecting ANPR cameras as the DVLA is accepting this PMPCN being slapped on the windscreen (because it isn't a formal Notice to Driver, which would mean the PPC having to wait a minimum of 28 days to get their claws into the keeper] and a parking goon taking a couple of photos on his smartphone and uploading to VCS website. This allows VCS to start the process so much earlier.
Is stomach churning how the DVLA bends over backwards to accommodate any opportunity a PPC has to [STRIKE]pay them £2.50[/STRIKE] harass a motorist.Please note, we are not a legal advice forum. I personally don't get involved in critiquing court case Defences/Witness Statements, so unable to help on that front. Please don't ask. .

Please read the sticky thread thoroughly. There is a Q&A which includes telling you about a myparkingcharge.co.uk 'fake PCN that wasn't'.
Also you need to fully understand from the 3rd post, that IAS is NOT an option and the appeal is not designed to *work* v any IPC firm. It doesn't get it cancelled!
So no posting for the 'next step' until you need us to help you beat them in court.
