BPA -- IAS can anyome explain this

Whilst looking through the BPA site, this came up

The Independent Appeals Service is quite different from the Independent Appeals Service.
The BPA version of an Independent Appeals Service is Parking on Private Land Appeals (POPLA) while the IPC version of an Independent Appeals Service is the Independent Appeals Service.

Then why don't they say POPLA ? To an outsider, it looks like they finance the IAS
I know that the BPA are not the smartest page in the book but don't they understand this0 -
popla are the people they use and awarded it to the Ombudsman Service this time but London Councils before that , but officially both systems are an IAS
so the acronym IAS is correct (FOR NOW) and always was, not popla
it may still be an IAS after the new parking bill becomes law, no matter who runs it
I suppose the IPC could have chosen the OS too if they wanted to, plus they could have created their own name and acronym for their own service, so like popla but not the actual same name, but their own trademark name for example0 -

It would be plain stupidity for government to call their new
appeals service the IAS .... everyone knows it as a scam0 -

Then they should've said Independent Appeals Services if they intended there should be more than one, which we now of course have with the appearance of ITAL.0 -
don't worry I heard that parking eye were going to confuse (or threaten to withhold monies) to the BPA and start their own independent appeal system next month0

So when the new code of practice becomes law, where does
ITAL fit in with the grand scheme of things0
