Parking fine delivering flowers

I know there are a lot on this one but this I think this is slightly different.
My stepfather did a delivery of flowers in my sign written flower delivery van and parked in the service area of the shopping centre he was delivering the flowers to (Bon Marche) and a week later I received a fine letter from Park Watch show him entering and leaving 9 minutes later after doing the delivery.
I appealed to Park Watch on the grounds that he was doing a delivery to one of the shops in the centre and they have written back to say that I have failed to comply with parking conditions and that I now need to pay the fine or appeal to popla.
The area is marked as service area and I belive this was what we were doing, also I have been one written to as registered owner of the vehicle but I was on holiday abroad at the time and have proof of this.
Could any body help and advise what I should do? My instinct tells me to fight this as legitiment reason for being there, thank you

    But were you not still the registered keeper, there is not such person as a registered owner,

    The whole industry is a scam, relying on threats of court, and the public's ignorance of the Law, A bill is currently before parliament which will regulate the scammers, many of whom are ex-clampers.

    This is an entirely unregulated industry which is scamming the public with inflated claims for minor breaches of alleged contracts for alleged parking offences, aided and abetted by a handful of low-rent solicitors. Is has been suggested by an MP that some of these companies may have connections to organised crime.

    Parking Eye, CPM, Smart, (especially Smart}, and others have already been named and shamed in the House of Commons as have Gladstones Solicitors, and BW Legal, (these two law firms take hundreds of these cases to court each week), hospital car parks and residential complex tickets have been especially mentioned. They lose most of them, and have been reported to the regulatory authority by an M.P. for unprofessional conduct

    The problem has become so widespread that MPs have agreed to enact a Bill to regulate these scammers.

    Sir Greg Knight's Private Members Bill to curb the excesses, and perhaps close down, some of these companies passed its Second Reading in the Lords this month, and, with a fair wind, will l become Law later this year..

    All readings are available to watch on the internet, (some 6-7 hours), and published in Hansard. MPs have an extremely low opinion of the industry. Many are complaining that they are becoming overwhelmed by complaints from members of the public. Add to their burden, complain in the most robust terms about the scammers.
    You never know how far you can go until you go too far.

    You should complain to Bon Marche.

    Definitely do that before submitting a PoPLA appeal.

    Have you approached Bon Marche about this? They should be able to liaise with the centre management and get the ticket quashed for you.

    Did the letter from the parking company refer to you as the "registered owner"?

    If you email SubjectAccess.Requests@dvla.gov.uk you can ask the DVLA who has requested details of the vehicle registered to you. The parking company can only transfer liability to the "registered keeper" if they have requested the name and address from the DVLA, and only within a certain time frame.

    If they have simply guessed from the signage on your delivery van that you "own" the vehicle, this wouldn't be enough to hold you, the registered keeper, liable.

    Deliveries now seem to be fair game for this utterly out of control scamdustry.
    Please note, we are not a legal advice forum. I personally don't get involved in critiquing court case Defences/Witness Statements, so unable to help on that front. Please don't ask. .

    You must now assume ParkWatch are trying to restrict you in running a business so they can profit.

    Regardless how this happened there is a grace period of at least 10 minutes and they are BPA members who state this
