UK CPM Parking Charge Notice on garage courtesy car, not informed til after Appeal Time Expired

Dear Experts,
I'd be extremely grateful for any immediate (good!) advice - I have looked through all the FAQ's, threads and info about lease / hire / company cars. Yes I am a Newbie, but please don't shout at me if I have missed something relevant - I have been researching for hours.

Summary: UK CPM served a Parking Charge Notice I believe to be invalid on the car hire company who supplied my garage's courtesy car. I was only informed by the garage after the 14 day discount period and the Appeals window had expired. The garage and car hire company are saying I need to pay the £100 (up from discounted £60). The charge will be increased to £160 if I do not pay very soon.

Detail: I had a courtesy car while my car was being repaired. I waited at a train station on 12/12/18. I was informed today (22/1/19) by the garage that the hire company they used for the courtesy car received a Parking Charge Notice from UK CPM dated 19/12/18. The hire company emailed the garage on 4/1/19, but according to the garage it was the wrong address and they did not receive it. The hire company emailed the PCN to the garage's correct address on 21/1/19. The garage notified me today (22/1/19).
I have emailed ShopStop who lease the car park to complain.
I understand from threads that UK PCM are an IPC member.
Can I do anything else to have the ticket cancelled?
Who is liable for the charge if it has to be paid?

    Never mind that, there WAS no appeal. It's an IPC company and these cases are won in court. You could never have won an ''appeal' anyway!

    Kangaroo court. Biased, no chance, consumers are rinsed. BUT DO NOT PAY!

    PLAN A (the best action):
    The GARAGE need to name you as the hirer/lessee, giving your postal address (like the hire company did) and that then transfers liability to you.

    If they won't, then:

    Plan B
    IMHO, you must write and admit to being the driver (with your postal address, and a copy of the courtesy car agreement or email from the garage authorising you to deal with the PCN) which is the only sure & certain way to ensure that NO letters continue to go anywhere else, but to YOU alone.

    That's the important thing.

    Then you can fight it when the scumbags try the inevitable small claim, and you will hopefully have seen we have a continued 99% win rate since 2 years ago. Still going strong, and there is no risk, no CCJ awaiting you as long as you get all the letters to come to you (and tell them if you move house within 6 years).

    You will likely have a court claim later this year anyway an that;s when the scam can be beaten.

    Do not delay you must ensure UKCPM have you, and only you, in their sights, not the hire firm or the garage.
    Can I do anything else to have the ticket cancelled?
    Landowner complaint - and press for that option hard.
    Who is liable for the charge if it has to be paid?
    The driver, but UKPCM will try to get liability against the hire firm or garage which is allowed under the POFA, and it's why they are rightly twitchy about it. And they will pay it at the next letter I am sure (and charge you), hence why you need to stop that feed.

    So you need UKCPM to be redirected to you, with either Plan A or Plan B, and soon.

    Just to double-check - the hire company haven't given any details to UK CPM yet, I believe, even of the garage. Shall I tell the hire company to give the details of the garage, and me as the 'hirer' to UK CPM, or does it need to come from the garage to UK CPM?
    In Plan A, I shouldn't specify myself as the driver, just the 'hirer'?

    Yes.

    And either the hire company or the garage need to send this sort of thing and it's in their interests to always do this, as it transfers liability with one letter (they would be stupid not to!):
    Dear Sir/Madam

    Reg Number: ******* PCN Number: ***********

    I refer to the above numbered Private Parking Charge document received date xx/xx/2019, re an incident dated xx/xx/2018.

    We are a leasing company it is our policy to transfer liability to the Hirer/Lessee of the vehicle.

    The name and address of the Hirer/Lessee is:-
    <lessee's name and address>

    Please transfer liability to the Hirer/Lessee and confirm when this has taken place.
