Electric Distribution Company have no plans of my cables

    Yes it would, but you should not even be considering over a live cable.

    In your situation the DNO would just run a new cable via a different route and splice it onto the original cable at a convenient location. They certainly wouldn't bother digging up a concrete floor, as that would be likely to damage the existing cable.

    Precisely.
    Yes concrete can affect Cat and Genny locations, but if done properly can still be located.
    Is moving your electricity service/meter really worth 800 pounds for you?

    I did say this and they were more than happy to let me continue. They even had the cheek to mark it out for me with spray paint. I did do some digging in the garage but the cables weren't there. I had a walk around the block and couldn't see any pavement covers hinting there was access to electrical cables. I'm hoping they end up giving me a new supply. Is there any official body i could make a complaint to like OFGEM? I'd complain to western power but i reckon they'll take even longer to respond than the time it will take to find my cables

    I only have a small kitchen so it's the only feasible place that it could go. The previous owners had no regard for safety so they stuck the cooker where ever it wasnt 'in the way'
