CPM Formal Demand letter- parking in my own bay

Hello All
My first post on here, Need some help please
So on 19/11/2018 I got a parking charge on my windscreen from CPM for not displaying a parking permit. not the first time. This time I had enough for getting fined for parking in my own space (I had a permit but it must of slipped off or something because it was not on the dashboard at that time) .
The parking bay is for my flat but it does state that parking permit must be displayed at all times - fair enough- but I live there, it is my parking bay, I am not obstructing anyone, I'm sure the fine can voided - but no.
I appealed on their website on 23/11/2018 explained everything, even sent a copy of my driving licence with the appeal to prove that I live there etc.
Don't hear anything from them for about two months, on 11/01/2019 they send me a letter (formal demand) basically saying because they haven't heard from me since they rejected my appeal they will charge me £100 now, I got 28 days to pay, if I do not then up to 160 . I have not received a letter from them, regarding my appeal being rejected, so how am I supposed to know, I phoned them today to raise this point and they said they have sent me an email with a copy of rejected appeal etc on 13/12/2018.
My email inbox has nothing in it , she told me to check my junk emails which I did, but they get deleted every 30 days according to outlook email,
So now they said if i want to appeal I have to send them a letter so they can provide me with info to how appeal to IAS.
The whole thing is just draining , back and forth and specially as it is my parking bay.

Never ever 'phone a parking scammer, or any other type of scammer for that matter!
It is not a fine.
What does your lease/AST say, or just as importantly, not say about parking or parking permits.
Who or what says you have to display a permit? Your lease/AST has primacy of contract so that is your starting point.
Have you read the sticky thread for NEWBIES? You need to sit down with a brew or two and get stuck into that as well.
This will explain why you should NOT make an IAS appeal amongst other things.

Fruitcake Thanks for your post- i will have to have a look at my lease
But there is a sign in the street, saying that a parking permit should be displayed - a sign by CPM
CPM have been recruited to look after the parking by the house management company.0 -
And why did the residents allow that to happen? Opt out, or you will regret it.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
