DVLA tax penalty - 4 months after the event?!

Last year I made the mistake of forgetting to renew my car tax, having forgotten to change the address on my licence when moving house, and hence not receiving a renewal notice. I realised early September (2018) and paid the tax, as well as 2 penalty charges I'd picked up.
I have just received today (dated 17th January) another new penalty notice - so that's the third one, listing the offence as 5th September last year - so four and a half months later!
I don't have any details for the two original penalties, as I didn't receive the letters (presumably went to old address) - I found out over the phone about them and paid them. I do remember the DVLA operator telling me on the call that 'I was all up to date now'... and this latest one is for a different amount so don't think its a duplicate. I paid the fines on 11th September, so 6 days after this third one occured.
Does anyone know if the DVLA are allowed to inform this long after the event?
Is there a limit for how many fines you can get whilst untaxed?
I could go on for months getting more and more!

thanks twhitehousecat - I got that wrong in my narrative above: I *did* update the address on my licence, it was the V5C that i forgot to update (didnt realise it was separate to licence).0
