NCP - Cant find fine online

Hi, I'm really sorry to bother you I've been searching on here for a few weeks now and can't seem to find the answer to my question. I apologise if this has been asked before.



Received a PCN over Christmas which I am trying to appeal, however when I enter the car reg and PCN ref it says it cannot be found.



I tried this when the charge was first received and thought it could possibly be due to the holidays however I've tried again on 2 further occassions (taken screen prints as evidence).



I'm confused as to what this mean has my PCN automatically been cancelled, or do you think I will still receive some form of notification through the post?


How is it best to proceed in this instance?

    It is not a fine, it is an invoice for damages for an alleged breach of contract

    I do not know the answer but I do know that the whole industry is a scam, relying on threats of court, and public ignorance of the Law.

    A bill is currently before parliament which will regulate the scammers, many of whom are ex-clampers. Hopefully that will take place in the near future. The Bill has passed through the HOC without hitch, and goes to the Lords soon. In the meantime involve your MP, the poor dears are buckling under the weight of complaints about these scammers.

    This is an entirely unregulated industry which is scamming the public with inflated claims for minor breaches of alleged contracts for alleged parking offences, aided and abetted by a handful of low-rent solicitors. Is has been suggested by an MP that some of these companies may have connections to organised crime.

    Parking Eye, CPM, Smart, (especially Smart}, and others have already been named and shamed in the House of Commons as have Gladstones Solicitors, and BW Legal, (these two law firms take hundreds of these cases to court each week), hospital car parks and residential complex tickets have been especially mentioned. They lose most of them, and have been reported to the regulatory authority by an M.P. for unprofessional conduct

    The problem has become so widespread that MPs have agreed to enact a Bill to regulate these scammers.

    Sir Greg Knight's Private Members Bill to curb the excesses, and perhaps close down, some of these companies passed its Third Reading in late November, and, with a fair wind, will become Law next year.

    All three readings are available to watch on the internet, (some 6-7 hours), and published in Hansard. MPs have an extremely low opinion of the industry. Many are complaining that they are becoming overwhelmed by complaints from members of the public. Add to their burden, complain in the most robust terms about the scammers. e
    You never know how far you can go until you go too far.

    Was a windscreen notice left for The Driver? It's possible that the scammers have made a mistake and the PCN number you have is not the correct one.

    You can complain to the BPA that The Driver has handed this to The Keeper who is now unable to appeal, or wait for the NTK through the post.

    Yes there was a notice left on the car for the driver, this was in a NCP Car park in Stockport. The notice was recieved for parking in a disabled bay without clearly displaying a badge.

    I have read all the Newbie threads and made notes on what to put in the appeal, however as the PCN cannot be found online. I wasnt sure if I would be rocking the boat by contacting them if the details where not there?

    I have not made any complaints to anyone as of yet due to the above, I wasnt sure where I stood as the PCN cannot be found.

    My advice is still the same. Either complain to the BPA as keeper that the PCN cannot be found, or the keeper waits for the NTK. It is up to you which you decide to do of course.

    I would also suggest that you get pics of the entrance, site and signage around the car park as soon as possible in similar light conditions and without flash if the alleged event took place at night, ready for a PoPLA appeal.
    Assuming an occupant of the car had a disability then there is no reason why the car shouldn't have been parked in a disabled space. The blue badge scheme does not apply on private land in any case but the EA 2010 does.

    Other than that, follow the advice in the NWWBIES if/when the NTK arrives.

    Complain to the landowner and your MP about this unregulated scam whatever else happens.

    Have you checked what is written on the windscreen ticket? Has the correct registration number been transcribed? Is there any ambiguity in terms of poorly written digits (like 6 looking like 0, or 7 looking like 1, C like G, M like N .... and so on)?

    However, if the parking event only occurred over Christmas, with a windscreen ticket, NCP can't access keeper details from the DVLA until between 28 and 56 days following the event - so they may not put it on their system until then.

    Follow the NEWBIES FAQ sticky, post #1 and send in initial appeal (using the template) at day 26.

    Thanks for all your advice, really appreciated. The car park is not near me but I'll be sure to get photographs on the next visit. I will wait for NKT I think see if this comes and then make complaints regarding not being able to appeal correctly, etc.

    This whole thing is a minefield, I'm not sure how they manage to get away with what they do. I've received parking tickets from the local council and they were much easier to sort its ridiculous.

    When should I expect to receive the NKT?

    My advice isn't changed. If you deflect NCP from accessing your data from the DVLA, they cannot hold you, if you are the registered keeper, liable. It's simply the law.

    If you wait for a NtK (to be delivered between days 28 and 56 immediately following the parking event) you will still have to use the same appeal template, but you've missed a golden opportunity as the PPC will have met one if the vital components of PoFA.

    Please give us the exact date of the parking event and the number of days the PPC gives you to make an appeal (it will be shown somewhere on the windscreen parking ticket).

    Try changing a 0 to a O, or a I to a 1 from your VRN (and vice versa).

    There is nothing stopping the keeper from appealing by post, sent first class from a PO counter and obtaining a very important free proof of posting.

    Just ensure the PCN number on the appeal matches the one on the NTD.

    Please give us the exact date of the parking event and the number of days the PPC gives you to make an appeal (it will be shown somewhere on the windscreen parking ticket).
    Date of Notice: 22/12/2018
    £100 is due within 28 days of this notice




    Tried to appeal at ncp.co.uk/pcn - 10/01/2019 & 21/01/2019 - PCN cannot be found



    I've checked and rechecked the details to make sure I've entered correctly and all digits are clear


    Is it with sending an appeal via the post if the PCN cannot be found online?
