Oh crap. My brother just told me this was a hired car under this name. He wasn't the driver at that time but isn't the registered keeper either. But I sent a template signed admitting he is the registered keeper. Does this change things?0

They probably didn't even read the appeal. They will routinely send a rejection out regardless.
Follow the advice in the Newbies thread as regards hirer of vehicles to craft a POPLA appeal. There is plenty of time so don't rush it.0 -

Shouldnt do too much, as the parking company should now be contacting the hirer and not the hire company.
If the person hiring the vehicle was not driving it at the time, you need to be careful:
If the PPC tries it on with the hire company, the hire company may pay up, and charge the hirer the fee plus a lucrative admin fee as well
If this is outwith PoFA ( as it appears to be) then the hirer is under no obligation to name the driver, and can have no liability for the drivers actions in regards to the parking charge notice
If the hirer was not driving the vehicle then it may fall foul of the hire agreement if the driver was not a named driver with the hire company ( although this will / should be an entirely separate issue)From the Plain Language Commission:

should i just go ahead and submit a template appeal to Popla regarding no signage, no authority to issue ticket etc. Or I need to submit a different template appeal about this vehicle being hired and not being the driver?

Search the forum for POPLA Notice Hirer paragraph 13 POFA and change to 'show results as posts' (NOT THREADS).PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
