Alternative employment offer not guaranteed hours

Hi all
My partner received notification in December last year that his position was being made redundant on 31st January 2019. He received an email a few days ago stating that this notice period of redundancy was now being extended until 12th May 2019 and that further details of his new role would be communicated in due course.

It has now transpired that the new role is going to be 'relief work' and as such if there is no cover required due to holiday or sickness then he would be sent home without pay. His employer is claiming that this constitutes alternative employment and as such they are under no obligation to pay redundancy.

Surely an alternative postion that has no guaranteed hours or wage doesn't constitute a realistic alternative?

Can anyone advise on the law here? I'm in Scotland by the way.
