Care Parking PCN

Please can someone give me a bit of advice.
I was sent a NTK at the end of December (dated 28th Dec) by Care Parking for parking at a Meterolink "Outside of Tram Service Hours" on 24th November. This was the 1st time I knew anything about it, as when I returned to my car the following day at ~ 9am there was no NTD ticket displayed on the vehicle. The problem I'm having is that on their website there are pictures of my car with the NTD displayed on the windscreen. I have read the information on the Newbie thread, should I still do as it says and use the exact wording it states to contest the fine or do I need to go about it differently?

    It is not a fine.

Yes, follow the advice from the NEWBIES and send the appeal template exactly as it is.

This sounds like a classic case of ghost ticketing where the NTD somehow disappears from the vehicle after the operative has taken a picture of it. Some scammers have actually been caught removing them after taking the picture.
I will let you decide if that has happened here.

You should get your own pics of the car park, entrance, and signage, as well as researching to see if byelaws apply at this location.

its not a "fine", its either a Parking Charge Notice or its a Penalty Charge Notice (PCN), calling it a "fine" is buying into the myth

in any case , the pictures they are showing the KEEPER are what was left for the DRIVER

the KEEPER is apealing as KEEPER using the one size fits all blue template, in order to get a POPLA code (thats its only purpose)

then the KEEPER reads all the other METROLINK threads on here like the daver one and uses their popla appeal suitably adapted where necessary, to appeal to POPLA as KEEPER, where its likely to win due to POFA2012 failures , signage and no landowner authority etc

this METROLINK topic has been discussed to death on here , so forget any questions and just follow the same paths as all the previous members who have had a pcn who have come here for help

check for pofa wording on the pcn, check if it arrived by day 15 , check if its PARKING or PENALTY , check for bylaws at the site in question , you are checking for keeper liability, which there probably isnt any, in which case nobody is interested about what happened on the day or any missing NTD

the important thing here is to READ all the other METROLINK threads over the last 2 years, then you will see the pattern and how they consistently lose at POPLA, on a technicality

Makes no difference. That's not what would win at POPLA either way.

What will win, is ''no keeper liability'', as long as you don't appeal with words like:

''when I returned to my car...''
PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
